At the turn of the Chinese calendar, all things change from old to new. On behalf of Department of Commerce of Guangdong Province, I would like to congratulate the successful publication of Chinese Pearl River Delta - A Unique Dynamic Urban Agglomeration of Cities in the World!

Guangdong is one of first provinces to carry out the reform and opening-up policy in China and also the region with the most active economy and the highest degree of marketization and internationalization. In 2015, Guangdong’s GDP reached RMB 7.28 trillion, almost accounting for 1/10 of total value of all provinces and cities and ranking the first place for 27 consecutive years. The total exportimport volume was RMB 6.36 trillion, accounting for 25.9% of total value of foreign trade over the country at the same period. In 2014, per capita GDP of Guangdong reached RMB 63,469.

The competitiveness of the Pearl River Delta lies in its unique and most dynamic urban agglomeration of cities in China. The Pearl River Delta comprises Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing, exerts influence over Pan-Pearl River Delta and closely collaborates with Hong Kong and Macao. As a millennium commercial city, national central city and the third advanced economic city in China, Guangzhou enjoys a vigorous commercial atmosphere and has been on the top of Best Cities for Business on Mainland China by Forbes China for three consecutive years. Shenzhen, as an innovation city, has been the innovation-driven model with its high-quality development and highly praised by The Economist, Forbes, New York Times and Nature. Zhuhai, as one of the earliest Special Economic Zones, did not develop traditional industries with its environment, sources and speed, while reserves relatively abundant land sources and relatively intact ecological environment and has great development potential. As the representative of export-oriented

economies, Foshan, famous for its manufacturing industry, is striving for high-end equipment manufacturing industry. Dongguan is seeking for design and R&D transformation.

At present, per capita GDP in Pearl River Delta has exceeded RMB 100,000. The added value of modern service industry accounts for 62.9% of service industry and the added value of advanced manufacturing industry reaches 53.6% of industrial enterprises above designated size. In 2015, the import-export volume of the Pearl River Delta reached USD 975.36 billion, accounting for 95.3% of the whole province and 24.6% of the country. There were 6,779 projects attracting foreign investment, accounting for 96.4% of the whole province and 25.5% of the country. The actually utilized foreign investment amount was USD 25.62 billion, accounting for 95.3% of the whole province and 20.3% of the country. There were 1486 foreign investment projects, accounting for 95.3% of the whole province and 22.8% of the country. The overseas investment was USD 7.37 billion, accounting for 69.3% of the whole province and 6.2% of the country. The World Bank Annual Report in 2015 indicated that the Pearl River Delta had surpassed Tokyo of Japan and become the urban belt with the largest population and area in the world.

The Pearl River Delta always plays an important role in China’s reform and opening up, economic take-off and integration into globalization. In the expected future, China is likely to transform from the world’s manufacturing center into consumption center, innovation center and talent center in the world. Meanwhile, the Pearl River Delta will embrace new strategic opportunities. Based on the development concepts of “innovative, coordinative, green, open and shared” issued by the central government, we will accelerate transformation development of the Pearl River Delta, participate in international cooperation and competition at a higher level and establish exclusively dynamic world-class city cluster together with numerous industry and business communities.

　　新年伊始，万象更新，在此，我谨代表广东省商务厅祝贺《珠江三角洲——一个欣欣向荣的创新型商业投资目的地》一书顺利出版！

　　广东是中国改革开放的先行地，中国经济最活跃，市场化、国际化程度最高的地区。2015年，广东地区生产总值突破7万亿元大关，达到7.28万亿元人民币，约占各省市合计的十分之一，27年稳居各省市**；进出口总额6.36万亿元人民币，占同期全国外贸总值的25.9%。2014年，广东人均GDP达到63469元人民币，按平均汇率折算为10332 美元，突破1万美元大关，2015年达到1.08万美元。按照世界银行制定的国家与地区收入水平划分标准，广东已达到中等偏上、接近高收入国家或地区的水平。

　　珠三角的竞争力，在于它是全中国****的、最具市场活力的城市群。它以广东省的广州、深圳、珠海、佛山、惠州、东莞、中山、江门和肇 庆市为主体，辐射泛珠江三角洲区域，并与港澳 紧密合作。广州作为千年商都、国家中心城市、中国经济第三城，商贸氛围深厚，已三年蝉联福 布斯中文网发布的“中国大陆**商业城市”榜首；深圳以高质量的发展成为创新驱动的样板，从《经济学人》、《福布斯》到《纽约时报》、《自然》，都对这座“创新之城”不吝溢美之词；珠海作为老牌经济特区，没有走拼环境、拼资源、拼速度等传统工业化的路子，保留了相对充裕的土地资源和相对完好的生态环境，发展后劲十足；作为以制造业立市的外向型经济体代表，佛山在努力向高端装备制造业爬升，东莞在向设计研发转型。

　　目前，珠三角人均地区生产总值已突破10万 元人民币，现代服务业增加值占服务业比重达62.9%，先进制造业增加值占规模以上工业比重达53.6%，创新型经济蓬勃发展。2015年，珠三角进出口额达9753.6亿美元，占全省95.3%、全国24.6%；吸引外资项目6779个，占全省96.4%、全国25.5%；实际使用外 资256.2亿美元，占全省95.3%、全国20.3%；对外投资项目1486个，占全省95.3%、全 国22.8%；实现对外投资73.7亿美元，占全省69.3%、全国6.2%。世界银行2015年发 布的报告显示，珠三角已超越日本东京，成为 世界人口和面积**的城市带。广东省正着力提升珠三角城市群作为引领全国发展主要空间载体的集聚辐射功能和国际竞争力，重点围绕五大领域推进：一是培育高新技术企业，推落实创新驱动发展战略；二是高标准建设自由 贸易试验区，打造广东新一轮对外开放的重大平台；三是瞄准先进装备制造业的方向，建设 珠江西岸先进装备制造产业带；四是抓住“互 联网+”带来的产业革命机遇，抢占产业发展 新的制高点；五是加快加工贸易转型升级。

　　珠三角在中国的改革开放、经济起飞和融入全球化过程中一直扮演着重要角色。在可期的未来，中国极有可能从单一的世界生产中心，转变成综合的世界消费中心、创新中心、人才中心，珠三角也将迎来新的战略机遇。我们将照中央政府确定的创新、协调、绿色、开放、共享的五大发展理念，加快推动珠三角转型发展，在更高层次参与国际合作和竞争，携手广大工商企业界人士，共建独有活力的***城市群！
